HSF4 FAV issues

Having issues with FAV not opening when putting system in test mode. The FAV wires check ok with continuity. FAV opens when I put +12v and ground to it. Any way to test control board to make sure it is outputting signal?

Send a hi-res picture if the circuit board, Like to see if I can spot the issue.
What is the serial number of the controller?
