Effective pump duty cycle

I'm putting together a simple system using aquamist nozzles, tank etc and a devils own pump I already own. Going to run it from my ecu and use a solid state relay to drive the pump at varying speeds to make it somewhat progressive.

Just wondering what sort of minimum duty cycle will get the pump running enough to make a decent spray pattern. 15%? 25%? 50%
And what sort of frequency to use.

I've read that control by pump speed is not ideal as it's not very linear but my intention is more of a soft start rather than true progressive - get the flow started a little before its really needed so its primed and ready to go and doesn't abruptly switch on and off.
