IC vs. WMI

Anyone care to weigh in on a recommendation as to the most effective way for me to make the FIRST STEP towards lowering IAT for a 6.5L Turbo Diesel? Since my '98 Chevy Suburban was designed without an intercooler, I'm trying to determine whether WMI can take the place of an intercooler, or whether it should follow the installation of an intercooler.

Injected near the turbo exit water injection would provide sufficient intercooling to negate the need to run an intercooler.

If there is already a prefabbed aftermarket intercooler for your setup that would likely be easier to install though since most water injection systems are generic.
