Surge would be air entering the feed line due to the water sloshing around in the tank this would interrupt the injection into the motor causing the fail safe to activate and then deactivate as soon as the level settles.. Having more than one tank should almost eliminate the possibility of air entering the feed line because the water is drawn from the secondary tank and that tank is always full because it is fed by a larger tank where almost all air from the secondary tank is sent to the larger feed tank(spec-C tank).
