It is good to know both reds have 12V.
The thin blue should be grounded when test jumper is set to TST, provided you n-meet the following conditions:
1) system is powered up
2) gauge button is depressed
3) jumper link is set to IDC
4) jumper link is on TST
The TST is simulating 100% DC, not 100% MPS.
