Below that, in the right side where we can see, there seems another rail for fuel...
Or that's for water & the upper ones for fuel?

It appears that the injection is very similar to Ford Focus's WRC twin rail WI/FI the season before. Water is directed towards the inlet valves to minimise pre-ignition (aftermaths of anti-lag), cooling the inlet valves has great benifit to induction efficiency especially if the water delivery is sequential.
Complex multi-channel EGT monitoring management will allow water quanity trim to each cylinder - for the subaru - this is essential to balance the heat distribution amongst exhaust runners and manages the uneven water ways that runs around the two heads - flat four engine is a pain to cool.
I am only guessing.
