Based on my understanding it should not matter but for what it is worth D2 is on the same circuit as the injector 12v+ source.
The LED on every fia2 I have seen flashes but it is at a very high cycling rate, there is no dicernable off period. Maybe it would be better described as being on and flickering.
It is important that this signal to the fia2 is correct since it is the basis for the fia2's driving of the hsv.
