Default Rally car powertrain setup?

How do WRC cars of ca. 2004 vintage run >10:1 static compression, 3 bar boost pressure on 98 RON gasoline and still have ignition advance at 30 deg at peak power? Is it due to the water injection? What is the mixture and what is the mass flow?

I would vote for turbo intake restrictor, which restricting airflow above rpm midrange...then is there water injection (not anymore now), together you have nice flat torque curve and limited airflow/power output to only about 300hp for these cars.
