2d on WRX--never fires?

I have a 2d installed on my 02 US wrx. I had it dyno tuned today, which was the first time I had a chance to observe the colored LEDs on the FIA unit. The green one would light, but the red one never did. I was making 19 LBS boost...

The pressure switch says it is set to 10PSI. How can I adjust it/verify it is working?
